Ganzhou Municipal Bureau of Personnel is the administration in charge of the municipal government personnel affairs and personnel system reform, concerning the general plan, structural adjustment and macro management for the personnel and staff working with the State organs and public institutions, management of municipal State civil servants and professionals and technical personnel, plan and development of professional human resources (PHR).
Principal Functions:
To take charge of municipal personnel management and personnel system reform. To study and formulate plans and programs of personnel system reform, draft and formulate personnel policies and regulations, so as to make the personnel system more scientific and institutionalized and carry out oversight and review duties in this regard; to study, draft and formulate policies and rules on position-redefining and redirecting of personnel and staff separated from government as result of restructuring.
To take charge of general plan, structural adjustment and macro management for the personnel and staff working with the State organs and public institutions. To compile staffing and salary plans for municipal State organs and public institutions; to take charge of management of wages totals and wages funds for municipal State organs and public institutions.
To manage municipal professionals and technical personnel and administer the work of building up the contingent of professional and technical personnel; to be responsible for planning and fostering special talents; to organize the selection of middle-aged and young experts with outstanding contributions and experts entitled to Government Special Allowance (GSA); to be responsible for placement, job adjustment and financial support in scientific researches for the personnel returned from overseas studies; to be responsible for continuing education of professional and technical personnel; to organize with relevant departments professional and technical personnel to work for the economic development; to carry through the selection of academicians for Chinese Academy of Science or Chinese Academy of Engineering; to carry out the selection and fostering of academic and technical pioneers with relevant departments; to study and formulate policies and regulations regarding bringing foreign professional and technical personnel into Ganzhou, and organize the implementation.
To study, draft, formulate and implement plans for personnel system reforms in municipal public institutions and policies and regulations on the management of staff working with the municipal public institutions; to administer the occupational qualification accreditation work of municipal professional and technical personnel, study, draft and implement policies and regulations for occupational qualification reforms; to implement occupational qualification accreditation system in circle of professional and technical personnel and improve the professional and technical qualification examination system.
To take charge of management of municipal State civil servants; to draft detailed rules and implementation measures for national policies and regulations on management of State civil servants, and implement them; to direct and coordinate various departments and towns in implementing and improving the State civil servant system.
 To be responsible for professional human resources (PHR) plan and development; to draft policies, regulations and implementation measures on PHR mobility, PHR acting and PHR markets, manage municipal PHR markets, intermediary organs and agencies; to manage mobility activities of municipal PHR, establish and improve personnel dispute arbitration system, and accept personnel dispute cases in various municipal government departments and organizations directly under the municipal government; to draft policies and regulations on employment system reform of graduates from institutions of higher learning, and draft and formulate employment policies for those graduates, propose mandatory assignment plans for the graduates who are in urgent need by the city and therefore should be secured by the policy; to handle the selection and assignment of special personnel according to municipal special needs; to take charge of the examination and approval work of staff "transferring from foreign regions to organs directly under the municipal government".
 To take charge of the municipal wages system reforms and wages & welfare within the municipal State organs and public institutions. To study, draft and implement policies and regulations on wages, allowances, welfares and staffing rate norms within the municipal State organs and public institutions.
To manage municipal governmental rewards and commendation system. To implement national rewards and commendation system, examine and verify the eligibility of personnel to be rewarded and commended in the name of the municipal government, guide and coordinate the work of government rewards and commendation, examine and verify rewards and commendation activities in the name of the municipal government.
 To take charge of the placement of demobilized military officers to civil work; to implement the national policies pertinent to the placement of demobilized military officers to civilian work, draft the municipal implementation measures, and formulate and implement plans for placement and trainings.
To take charge of the municipal introduction work of foreign talents; to draft and implement plans and programs of foreign talents introduction; to manage and undertake out-of-border personnel trainings; to undertake the daily work of the municipal leading group for foreign talents introduction.
To undertake other personnel appointment and dismissal affairs within the municipal government and People's Congress.
 To be responsible for guiding, supervising, reviewing, coordinating and delivering service within government systems and government departments in terms of personnel management work; to be responsible for the work of publicity, conducting scientific researches and information management within personnel management systems.
 To undertake other tasks assigned by the municipal government.
